In 2007 the PCCB carried out (yet another) investigation into the Silverdale Farm case and concluded that the lease to Silverdale Farm lawfully belonged to British investors Stewart Middleton and Sarah Hermitage. Kikwete's response was that the investors were, thieves i.e. they stole the lease to the farms and were not proper investors in Tanzania. A strange statement expressed through his U.K. ambassador given the investors had been on the farms and investing since 2004.

In a statement Made in the Daily News in June 2006, British investors Stewart Middleton and Sarah Hermitagre were described by former Minister of Investment Dr. Juma Ngasongwa as follows:-

"the investors (are) bona fide and had been registered by the Tanzania Investment Centre. They have the full support of (my) ministry"

Speaking of Benjamin Mengi Ngasongwa commented

"They (Mengi) are using local organs to harass legal investors. This is open corruption, which I strongly condemn. It shames us as a nation, which has set out to attract foreign investors."
